Everything for a cat that lives inside. The trick in a small space is to go up rather than out: a cat that can reach above head height has more territory without more floor.
The four that make the most difference: a window seat, somewhere enclosed to hide, a scratcher where they already scratch, and food that takes effort. Feeding part of the ration from a puzzle does more for night-time zoomies than any toy.
Going outside safely: a vest-style harness fitted with two fingers of room, and a week of short indoor sessions first. No harness is escape-proof, so fit and calm handling matter more than the design.
On toys: rotate three or four and box the rest. Cats stop playing with an unchanging toy after about three sessions, so novelty is free if you manage it.
