Reflective and light-up do different jobs. Reflective material returns a car's headlight beam straight back to the driver, so it works brilliantly when a car is pointing at you and does nothing when one is not. An LED collar or clip emits its own light, so it works from any angle and in places with no headlights at all — a footpath, a park, a dog off the lead ahead of you.

Side visibility matters as much as head-on. A reflective strip only on the chest disappears the moment your dog turns. Look for reflective along the flanks and on the leash, not just the front panel.
On LED collars: charge them away from your dog and keep the cable out of reach — a chewed charging cable is the real hazard here, not the collar. Check the light still holds a charge before a walk you are relying on it for.
One honest limit: reflective and light-up gear makes your dog easier to see. It does not make a dog visible to a driver who is not looking, and it is not a substitute for a leash near traffic. Fit everything here with two fingers under every strap, the same as any harness.
